Description of problem: See http://projects.theforeman.org/issues/6559 . When attempting to provision a node, Foreman sometimes fails claiming net/dhcp does not provide a module it actually does provide

Version-Release number of selected component (if applicable): 6.0.4

How reproducible: Using Staypuft, attempt to provision a multi-node hostgroup

Steps to Reproduce:
1. Add hosts to the controller role
2. Click "Deploy"
3. Check error logs

Actual results:

Nodes never receive correct kickstart or configuration from Foreman

Expected results: Nodes configure and boot normally
