Description of problem:
First cpuspeed does appear to work on my Dell 600M laptop, yeah!

but first there are some startup script/install issues.

1) init file refers to /etc/sysconfig/cpuspeed and installed file is
/etc/cpuspeed.conf.
2) binary is installed in /usr/sbin and init script run it from /sbin

Once I made some changes moving cpuspeed.conf and symlinking binary,
and adjusting the config file to speedstep-centrino I believe it
actually works.

Fix confirmed in kernel-utils-2.4-9.1.126.
