PATH variable is limited in the /usr/sbin/start-statd script to
But systemctl is located in /usr/bin.

In addition to that, statd.service is referenced in the same script which is not present in any rpm. If rstatd.service was meant, the reference should change as well, and possibly adding rusers-server rpm as a dependency should be considered.
