Description of problem:
After initial installation, rhel4.9 host rebooted and enter into "Red Hat Login" set interface(see attachment file RHEL4.9_installation_1.png), i input a redhat login account and its password, then click "Next" button, a dialog box pops up with "An error occured in the Red Hat Login module" as its title (see attachment file RHEL4.9_installation_2.png)

[root@unused ~]# uname -a

How reproducible:

Steps to Reproduce:
1. Install rhel4.9 via PXE, tree: http://download.englab.nay.redhat.com/pub/rhel/released/RHEL-4/U9/ES/x86_64/tree
2. After initial installation, host reboot and go to "Red Hat Login" set interface
3. Try to input a redhat login account and its password and then click the "Next" button

Actual results:
A dialog box pops up with "An error occured in the Red Hat Login module" as its title

Expected results:
Red Hat Login module should be loaded successfully
