Replace:
# useradd -c "Tomcat" -u 91 -g tomcat -s /sbin/nologin -r tomcat
With:
# useradd -c "Tomcat" -u 91 -g tomcat -s /bin/sh -r tomcat

Reason:
It would be impossible to login as user tomcat
