/usr/include/acl is not owned by the libacl-devel package.

Steps to Reproduce:
[mike@imp acl]$ rpm -qif /usr/include/acl
file /usr/include/acl is not owned by any package
[mike@imp acl]$ rpm -q libacl-devel
Fixed in acl-2.2.7-4.
