Description of problem:
net-snmp-5.1-2.1.src.rpm is missing a dependany on libselinux-devel,
which it will not build without.

net-snmp-5.1-2.1.src.rpm

How reproducible:
Always

Steps to Reproduce:
1. rpmbuild --rebuild net-snmp-5.1-2.1.src.rpm, without
libselinux-devel installed.
2.
3.
    

Actual Results:  -lselinux not found.

Expected Results:  no error messages.

Additional info:

It build's successfully with libselinux-devel installed.

Fixed in net-snmp-5.1-9 and newer.
