/usr/share/dict is not owned by package

Description of problem:
/usr/share/dict is not owned by the filesystem package. /usr/dict is,
but this does not seem to be used anymore. For example, the words
package installs its dictionary at /usr/share/dict/words.
I think filesystem should own /usr/share/words instead of /usr/words.

Steps to Reproduce:
[mike@imp mike]$ rpm -qf /usr/dict/
[mike@imp mike]$ rpm -qf /usr/share/dict/
file /usr/share/dict is not owned by any package
[mike@imp mike]$ rpm -qf /usr/share/dict/words
