Which permissions should this be based on? Possibilities include: Item Administration, Administer Workflow, or any other of the administrative permissions.
Have just discussed this with Dan and looked at user permissions for author editor and publisher - None of them have any of the above permissions so this would not work. This also affects 113562 - see additional comments for this bug. Suggest this bug should be closed and View all tasks links remain for author
