In theory, yes. However, we tend to be rather conservative when it comes to version bumps in EPEL as we avoid regressions as much as possible. (It's probably not much of an issue, since el7 is not very widely adopted yet though). We prefer to have a good reason for such changes. What are the specific features of the new version you're looking for?
On this one I am just the messenger. I have a group of developers that are evaluating 0.12.1 and I wanted to see if instead of building up our own package we could use yours. So I can't give specific features they want. I do however have a couple more bugs I have found against the EPEL build, I'll file those in seperate reports. -Erinn

I'm sort of in a similar situation. Apart from that "my" users have migrated away from wkhtmltopdf with noone to volunteer to even test the new package; so I've done the update now. In case you'd be willing to maintain the package or know someone who'd like to take over the maintenance, please let me know.
That is kind of funny, my users are thinking about the same thing. However, at the rate things move it would be a good long time. I could take over maintenance of the package if you like. I haven't maintained a package for Fedora before so I am unsure of what rights etc. I would need, however I have maintained plenty of RPMs outside of fedora so the technical stuff shouldn't be an issue. -Erinn

You need a "sponsor" that would add you to the "packager" group. I can do that. The sponsor needs to be sure that you're familiar with how RPM packaging is done for Fedora.
