The update is already in updates-testing:

please do test it and provide karma. Major version updates of OC are pretty sensitive, I'm taking it slowly before sending this to stable. dgilmore found an upgrade bug from 6.0.4 to 7.0.2, for instance, which we've reported upstream and has just recently got fixed, I need to backport that fix at least.

So, is the bug present in updates-testing packages or not?

currently, yeah, I didn't backport the patch yet. It'll affect you if you try to upgrade with the user_external 'app' enabled (at least, probably other user_* plugins too). I'll try and do a 7.0.2-2 build with the fix soon - if you have any of those auth apps on your instance, hold off until I do that (or you can just apply the fix manually, it's a small patch, https://github.com/owncloud/core/pull/10927 ).

* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing php-doctrine-dbal-2.4.2-6.fc20 owncloud-7.0.2-2.fc20'
as soon as you are able to.
