Description of problem:
When Ludek was looking for who enabled and disabled the kill switch, it was not immediately clear about who made the change

Steps to Reproduce:
1. Log into Bugzilla
2. Click Administration » Rules Engine Admin » Kill switch
3. View the resulting page

Actual results:
Changes are shown like:
2014-09-09 19:58:45 EST (Simon Green)

Expected results:
Two separate columns, one for the date, and one for the person. The person should be in the identity format "Simon Green <sgreen>"
