this bug should probably be reassigned to the tuned maintainer. It occurs also on Fedora-21, because /etc/grub.d/00_tuned returns a non-zero exit status (tuned-2.4.0-1.fc21.noarch) when TUNED_BOOT_CMDLINE is an empty string, as defined in /etc/tuned/bootcmdline. Adding "exit 0" at the end of 00_tuned fixes this problem for me.
