Description of problem:
zanata-cli help or zanata-cli --help failed to return a list of commands.

How reproducible:
Always

Steps to Reproduce:
1. Run:
  zanata-cli help

Actual results:
It listed global options, but not commands.

Expected results:
It should list both global options and commands.
