Description of problem:

We've got a system where test cases created (in the right format) in the wiki are _automatically_ linked into the Bodhi web interface. That's very helpful to testers, but few packagers are aware of this.

Suggestion:

In the bodhi.template generated in fedpkg/cli.py, include a message like this near the top:

# Note! If you create test cases in the Fedora wiki, they will be automatically
# linked in the bodhi web interface, where testers can easily find them, and 
# better know how to test this update. It's not hard and really helps with QA. See
# https://fedoraproject.org/wiki/QA:SOP_test_case_creation for details.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
