Currently there are multiple settings of different types for the [messaging] and [tasks] sections of server.conf. These should be consolidated into a broker string style as much as possible. This is a large and reverse incompatible change so it needs to be introduced with a major release.

The consumer and celery settings need to be identical and use broker string style. If possible the mongo settings should also use the same form.

The SSL file paths will still need to be separate, but those should be named the same things for consistency also.
