Description of problem:
When using KDE for the desktop environment and the user's home
directory is mounted via NFS, any changes to the Desktop (eg putting a
file on the desktop, etc) cause the desktop icons to blink every 5
seconds or so.  This doesn't happen with Gnome, and it doesn't happen
when the home directory is on a local disk.  Device icons and icon
previews are turned off.

How reproducible:
Always

Steps to Reproduce:
1. Home directory mounted via NFS
2. Use KDE for desktop environment
3. Create a file on the desktop (echo "garbage" > ~/Desktop/garbage.txt)

    

Actual Results:  Icons will blink every 5 seconds or so

Expected Results:  Icons should not blink

I can confirm that this is also a problem RHEL 3 (tested i386 version
of ES).

it's fixed in current FC5 release. You should please update to this release.
