Description of problem: Get error message durring damen startups

Some application was unable to open
"/sys/devices/system/cpu/cpu0/cpufreq/scaling_governor" for writing.
After boot, the cpufreq directory does not exist, and can not be created.

Fedora core 2 test1

Every boot.

no "failed" items durring startup
