Description of problem:
After deploying the Overcloud via the UI, I get the following errors:


Deployment failed

How reproducible:


Steps to Reproduce:
1. Set all role counts to 1 (each of Controller, Compute, Block Storage and Object Storage should have 1 node assigned)
2. Deploy the Overcloud


Actual results:
The deployment fails with the above error. The UI indicates all roles have been successfully deployed, but there's a heat related error displayed.

Expected results:
The deployment completes without any errors.

Two more successful deployments with 1-controller, 1-compute, 1-cinder, 1-swift. No issues at all.
