No correct message when try to remove scheduling policy that attached to cluster

Steps to Reproduce:
1. Create some custom scheduling policy and attach it to some cluster
2. Try to delete this scheduling policy
3.

Actual results:
Error message: "Error while executing action: Cannot remove Cluster Policy. Parameters are invalid."

Expected results:
Error message: "Error while executing action: Cannot remove Cluster Policy. Cluster policy is attached to cluster(s) list_of_clusters."
