Open an existing file with a %packages section:
%packages --ignoredeps

Then resave it.  It will now have the line:
%packages ----ignoredeps

The two extra dashes create an invalid kickstart file.

Fixed in Rawhide and will be fixed in system-config-kickstart-2.5.9-1
when it gets built.
