Feature: Ceilometer is updated to consume role_assignment.{created|deleted} notifications from keystone as samples. Reason: Keystone was updated to make these notifications so Ceilometer needed a corresponding change in order to store samples corresponding to the notifications. Result:

Yurii discovered that there is a mismatch between the name of the notification being sent and the expected event types.

I've been able to trace this back to the issues that drove this change in keystone: https://github.com/openstack/keystone/commit/8695b1adf7cd7638699c5efc742c2959534b5257

which resolved this bug:
https://bugs.launchpad.net/keystone/+bug/1416767

It looks like we'll need to backport that too?

I've moved the keystone portion to the keystone component.  Bug 1214004

According to our records, this should be resolved by openstack-ceilometer-2014.2.3-7.el7ost.  This build is available now.
