Description of problem:
When editing a content item (for example: Content center >Content
section: content >Council and Democracy >Having your say >Complaints
and suggestions >Content item: Complain about a council service
(en)?page=4,) I highlight text which I want to make into a link. Then
I click on the Insert Link text editor icon. Then I click Browse but I
cannot browse to (or search) the "Content section: forms".

How reproducible:
Every time

Steps to Reproduce:
1. Click Insert Link.
2. Attempt to link to any forms. 
Actual results:
Forms remain invisible

Expected results:
Can browse all content items, including forms. Also content in
"Content section: forms" should be available through the Insert Link,
Browse search tab.
