change download of translations so that if a project is “require review”, only approved translations will be downloaded.

- options to download for raw translated files
   -   acceptable criteria (project default is highlighted somewhere)

1) translated and approved (current default)
2) fuzzy and above
3) approved only (default if it requires review)

1) Zanata client - pull for all supported file type
2) WebUI - in project version page, download zip and download individual file.

Initial investigation:

For non file project type:
 - Server returns all translations to client (zanata-client, webui)
 - filtering is done in the client side (zanata-common#writer)

For file project type:
 - server is doing the filtering part.
 - baked (shows only translated strings, fuzzy and untranslated will be replace by source) and half baked(shows translated and fuzzy, untranslated will be replace by source) endpoint
   

I think its best if we can refactor and move the filtering rules into server before this RFE.

Should always show approved statistics, even if they are 0%.
Rename checkbox and include a better description.

Hide the option until this feature is implemented.

For Fedora Japanese team, we have reviewers who used to mark each string reviewed in Transifex. It is useful for all translators to visibly know that the translation has been reviewed by approved reviewer. Besides, we expect all translation to be pulled regardless reviewed or not. This would typical expectation from other teams who have reviewers.

Some teams which have more strict policy for translation quality, they usually do not simply give translator permission to their translators. All translation done used to be reviewed before submission to Transifex. Such teams expected all translation available on Transifex to be pulled.

Small teams which have not reviewer yet ignore the review feature, as they do not have enough time to give a review but focus on increasing translation completion rate.

Afaik, most of language teams prefer the projects maintainers to pull all available translation regardless reviewed, not reviewed or review approved.

Thanks for your input

This RFE is to give an option for Package maintainers to download only approved translation if they wish to. So if the package maintainer would still prefer to download all the translation regardless if it's reviewed or not, they still can. (this will be default setting).

There will be another checkbox menu for package maintainer to tick "Download only reviewed translation", then this feature will pull only reviewed translation. The reason we are developing this feature is there is use case where some package maintainer would only want reviewed only strings for quality purpose.

Thanks again and let me know if this answers your concern. If fedora package maintainer doesn't want to use this feature, the default setting will be download all translation.

Hi Michelle

Thank you for providing the back ground, but yes I still concern that this feature can trigger the problem between maintainers and translators.

If a maintainer tick checkbox to pull only reviewed translation (as it says for quality purpose) and packaged, and then translation team finds the fact that not all translation is reflected at final product, translation team will upset and complain to maintainers.

We have not had such feature of limiting pull contents, and I have not heard such demand so far. So I can't imagine the use case where that package maintainer looks at. In addition, there is no definition of 'approve' for us. This feature may be useful for that particular package maintainer, but I'm afraid of it can cause confusion for majority of Fedora and upstream package maintainers as well translators. 

Could you please provide clearer context, or point original RFE for better understanding before implementation?

This option is not going to be visible to any translators. 

By default, the tickbox won't be selected so unless project maintainer decided to pull only approved translation, it wouldn't affect any projects.

Use case here is for outsourcing translation. If outsourcing agent translate content, we need to make sure in-house translators do all the review and we only pull translation 100% approved.

Please bear in mind that Zanata is develped not only to meet the Communities' needs but also various stakeholders such as marketing.

Once again, this RFE wouldn't not change any behaviour of our current push and pull.

Discussion with Noriko:

- With the new option (checkbox for 'download approved only translation'), have clear explanation on the checkbox (confirmation message).

- All project should uncheck the 'download approved only translation' by default.
