Customer would like to implement a billing/chargebacks solution. 

4. Why does the customer need this? (List the business requirements here)  

Having the ability to bill their customers for usage is crucial to the business (ROI, etc).
      
5. How would the customer like to achieve this? (List the functional requirements here)  

Provide extensible API so customers can implement plugable billing solution. (We seem to have inherited some Online code that's caused some confusion. See support case for example 01430072. Customer file case in response trying to get oo-admin-ctl-usage --sync to work.

6. For each functional requirement listed, specify how Red Hat and the customer can test to confirm the requirement is successfully implemented.  

Customer would create billing solution and test the --sync feature of oo-admin-ctl-usage. (Or whatever is made available)

They would like to see this feature is OSEv2
