Description of problem:

When instack-build-images build images it runs yum in the image, and when doing so it will use the default yum configuration. If the server hosting the yum images are overloaded you can get timeouts, and there is no way to increase the timeout from the default 30s or add retries, that I can find.

As this can't be changed, the default timeout should be increased. Perhaps also the number of retries.

How reproducible:

You need to have at least one repo server that is flakey, so not very reproducible.

I don't think this is still an issue but perhaps update bug if it is for current version?
