[RFE][RDO-manager]:  Alert when deploying a physical compute if the virtualization flag is disabled in BIOS.

Description:
What happens now is that no alert is triggered when the virtualization is disabled in BIOS. Later, after the compute was deployed, the VMs can't be launched on that compute.
Need the deployment to alert when the virtualization flag on compute is set to disabled to prevent errors launching VMs on that compute.

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
