General introductory text must be added to each of the following sections on quotas in the Users and Identity Guide -

* View Compute Quotas for a Project User
  - This section is run on from roles - can it be made into its own section
    like users and roles, called 'Quota Management'? An introductory line or
    two for this section would also be required.
  - What is a Compute quota, and why would an admin want to create one?

* Update Compute Quotas for a Project User
  - Do we need to say 'Project User', or is 'User' sufficient?

* Configure Role Access Control
  - This looks like it should be part of the 'Role Management' section.
  - Here, we call projects 'tenants'. Can we standardize all references to 
    'tenants'?

Suyog - what we need here is at least a few lines for each section that helps users understand why each procedure has been provided and any considerations they might need to make.
