Hello! I have set up the login and logout sounds from System Settings ---> Notifications but they are still not being played (KDE Plasma 5.3.1).
I can confirm this and it is very puzzling. The sounds are working in general. As a matter of fact the sounds for say, deleting a file from dolphin, or emptying trash can are working. Furthermore, when I set a sound to play from settings-notification-Plasma Workspace for login and logout and click on the test button on the left of the sound file name it plays perfectly fine. First guess, may be the changes made in settings is not being saved, since originally these sounds were not turned on!
.kde/share/config/kde.notifyrc does contain: [Event/exitkde] Action=Sound Execute= KTTS= Logfile= [Event/startkde] Action=Sound Execute= KTTS= Logfile= Actually I also tried the Execute option and did not work either. If the sound was delayed at the startup that would explain the login sound but the logout one should then work. Neither is working.

After a long search the attached diff to plasma-workspace obtained from Review https://git.reviewboard.kde.org/r/123770/diff/1/ solves the problem. Something to do with blocking pulseaudio. There is another bug #1236336 that I think should be a duplicate of this one.

thanks! that fix will be included in plasma-5.4, and 5.4 beta is less than a week away... we'll probably just wait for that to land instead.
