I'm not sure what you mean by libtool wrapper, but as far as I can see, this binary is pointless in a package and should not be installed in the first place: http://svn.osgeo.org/metacrs/geotiff/trunk/libgeotiff/bin/makegeo.c

No, frankly I was only looking at that C file and makegeo in the Fedora 20 version of libgeotiff. Apparently that's different then.
