Description of problem:
BZ to track default tuning behavior of Keystone running in httpd

Currently Packstack deploys Keystone in httpd but tunes threads to logical cpus and does not additionally tune the number of processes to run keystone

Handled by the puppet modules.

Puppet modules already support the configuration of threads:
https://github.com/openstack/puppet-keystone/blob/master/manifests/wsgi/apache.pp#L162

It's a RFE in packstack.

Is this something that should be managed by a PoC installer like Packstack? It looks like some fine-tuning detail to me.
