Handled by the puppet modules.
Puppet modules already support the configuration of threads: https://github.com/openstack/puppet-keystone/blob/master/manifests/wsgi/apache.pp#L162 It's a RFE in packstack.
Is this something that should be managed by a PoC installer like Packstack? It looks like some fine-tuning detail to me.
