The -prewhql sources now distribute the .oem files needed for building vfd images:

We need to wire up the public fedora scripts to use these files, rather than keep our own copy. Need to double check that RHEL won't be affected though

The piece of infrastructure that uses the .oem files is the bit that's shared between RHEL and public builds (make-virtio-win-rpm-archive.py). At that point in the process, RHEL doesn't have easy access to the prewhql sources. So it's difficult to use prewhql sources at the time that script is called. This was kindof a nice to have anyways, so I'm abandoning this idea
