Description of problem:
The spec file for cups sets optimisation flags at make time with the line
make OPTIM="$RPM_OPT_FLAGS $CFLAGS"
Setting optimisation flags at configure time rather than at make time allows configure to add -g for debug builds and -fPIC for non-pie builds. This change should have no effect on pie builds as the pie patch removes the lines that make configure set -fPIC.

This is a patch against the spec file for cups-1.1.20-8, the latest version I
had available.
