Description of problem:
According to bz#1253109, createrepo_c's --xz switch only compresses SQLite data in order to remain compatible with createrepo.

Proposed solution:
Add --xml-xz to createrepo_c and other commands that generate XML metadata in the package to override this behavior and generate xml.xz data.

createrepo_c-0.9.0-3.fc22


Additional notes:
I'm not sure if DNF is capable of reading XZ compressed XML metadata. If it isn't, obviously DNF needs some fixing to be able to support this functionality.
