Description of problem:

  Just got back from vacation - tried to update and am blocked by
strange rpm/yum/policy problem.

  yum gives me the message:
  Package policy-strict-sources needs policy that has been excluded
  but when I query the installed versions of both policy and
policy-strict-sources, the version is the same as the update version.

  See listing below for my trials.

How reproducible:
  I wish it wasn't so reproducible.

Steps to Reproduce:
1. Boot with selinux=1 enforcing=0
2. log in as user1
3. startx
4. open terminal
5. su
6. yum update \*
  
Actual results:
[root@hoho2 user1]# yum update \*
..
 lots of headers download
..
Resolving dependencies
.Package policy-strict-sources needs policy = 1.11.3-3, this is not
available.

[root@hoho2 user1]# yum install policy
Gathering header information file(s) from server(s)
Server: Fedora Core 2 - Development Tree
Finding updated packages
Downloading needed headers
policy is installed and is the latest version.
No actions to take

[root@hoho2 user1]# rpm -q policy
policy-1.11.3-3

[root@hoho2 user1]# yum install policy-strict-sources
Gathering header information file(s) from server(s)
Server: Fedora Core 2 - Development Tree
Finding updated packages
Downloading needed headers
policy-strict-sources is installed and is the latest version.
No actions to take

[root@hoho2 user1]# rpm -q policy-strict-sources
policy-strict-sources-1.11.3-3

  I am running with boot parameters selinux=1 enforcing=0

I don't know where you are updating from but the selinux-policy-strict
rpm version should be 1.13.3-3 or greater.
