Rebase openstack-sahara to 2014.1.5.  If appropriate, link any critical issues addressed in this rebase.

There is no change to any shipped code in Icehouse:

[egafford@localhost sahara]$ git diff --name-only 2014.1.3 origin/stable/icehouse

test-requirements.txt

requirements.txt, test-requirements.txt, and setup.cfg are version and openstack global reqs changes only. Unit tests are not shipped.

As such, and as this version was tech preview, no useful action can be taken on this bug.
