Are you using adwaita cursor theme? if so, see the dup'd bug
i'm use Gold cursor theme. Same problem.
Where does that theme come from? A Fedora package? kde-look.org? Some other place?

i'm get icon theme from kde-looks.org by standard adding in SystemSettings. i'm use this theme some years, but this theme found in home kde share directory now, it is not packaged.
sorry, icon theme is located in ~/.icons.. after creation the symlinks nothing changed.
No, workaround works for Gold-3D cursor theme too.
