Description of problem:

How reproducible:
100%

Steps to Reproduce:
1.check time of metadata creation (e.g. by command 'stat')
    /var/cache/yum/x86_64/7.0Workstation/$repo_name/

2. as a non-root user
    execute 'pkcon refresh force'

3.check again time of metadata creation 

Actual results: 
no change of time creation - nothing looks to be updated

Expected results:
there should be a new cache downloaded (check time of creation)
in my case in: /var/cache/yum/x86_64/7.0Workstation/$repo_name/

Additional info:
Problem appeared on all tested architectures: x86_64, ppc64, ppc64le
