Description of problem:
When user with AIM add another AIM contact, then no notification is send to this contact. Sending messages works good, but second user doesnt see first user in contact list.

How reproducible:

Steps to Reproduce:
1. Run 'empathy'
2. Choose 'application menu->Accounts' and add AIM account
3. Choose 'application menu->Contacts->Add Contact...' and add another AIM contact

Actual results:
No contact request is send to added account from step 2

Expected results:
Account from step 2 will receive contact request
