Description of problem:

In http://pkgs.fedoraproject.org/cgit/arm-none-eabi-gcc-cs.git/tree/bootstrapexplain?h=f22 it says:

Unfortunatelly the package that is required to complete
the dependency is stuck on legal review:
https://bugzilla.redhat.com/show_bug.cgi?id=913254#c1

but that linked bug is closed.
