Description of problem:
When you run yum-config-manager --enable non-existent-repo, it returns with 0.
It should fail instead.

1.# yum-config-manager --enable WTF
Loaded plugins: product-id

2.# echo $?

Actual results:
illusory success, return code=0

Expected results:
fail, non-zero return code
