Description of problem:
Undercloud installation failed with the following error

Error: Could not find resource 'Exec[heat_domain_create]' for relationship from 'Class[Keystone::Roles::Admin]' on node

100%

Steps to Reproduce:
1.Fresh Install of centos 7 
2.yum -y update && reboot
3. Follow guide to install on baremetal

Actual results:
Install fails with the following error message
Error: Could not find resource 'Exec[heat_domain_create]' for relationship from 'Class[Keystone::Roles::Admin]' 
Expected results:
Undercloud install finishes successfully

Additional info:

I ran through this twice to ensure I was not doing something wrong, install failed with the same error twice.

This bug is against a Version which has reached End of Life.
If it's still present in supported release (http://releases.openstack.org), please update Version and reopen.
