Going to close this bug since RHEL 6 is moving towards EOL, RHEL 7/Fedora use systemd for starting/stopping the admin server, and I do see the expected result of "3" on the current version of OS and server:

# service dirsrv-admin stop
Redirecting to /bin/systemctl stop dirsrv-admin.service

# service dirsrv-admin status
Redirecting to /bin/systemctl status dirsrv-admin.service
● dirsrv-admin.service - 389 Administration Server.
Loaded: loaded (/usr/lib/systemd/system/dirsrv-admin.service; disabled; vendor preset: disabled)
   Active: inactive (dead)

# echo $?
3
