I recommend to update dnf to 1.1.2-3.fc23 release. I am using dnf-1.1.1-2.fc23 and then bug got introduced in dnf-1.1.2-2.fc23 build. As the fixed build dnf-1.1.2-3.fc23 is not yet submitted to updates-testing, try to get it from http://koji.fedoraproject.org/koji/buildinfo?buildID=687661 Not sure if this bug is related to bug 1265336.
