Description of problem:

The *verbose* option to 'yum install' should tell you when a package was found for installation but could not be installed because you have it excluded. One could strongly argue that it should notify you of this even without the verbose flag.

Steps to Reproduce:
1. Add emacs to /etc/yum.conf as an excluded package
2. yum install -v emacs
3.

Actual results:

No package emacs available.
Error: Nothing to do

Expected results:

Package emacs excluded by yum configuration.
Error: Nothing to do

OR

Package emacs available but excluded by yum configuration.
Error: Nothing to do

Red Hat Enterprise Linux version 6 is entering the Production 2 phase of its lifetime and this bug doesn't meet the criteria for it, i.e. only high severity issues will be fixed. Please see https://access.redhat.com/support/policy/updates/errata/ for further information.

Please feel free to open this request against Red Hat Enterprise Linux 7.
