How reproducible:

Always

Steps to Reproduce:
1. ceph-deploy --cluster demo new <monhost>
2. ceph-deploy --cluster demo mon create-initial
3. ceph-deploy --cluster demo mds create <mdshost>

Actual results:

mds created but not started.
