As subject,i closed a regular cert today 
https://hardware.redhat.com/show.cgi?id=1257444
after closed the cert,i noticed that the button "Make certification public" was checked automatically. I checked this with fwang,the workflow of closing cert is changed.

For a public cert,when "Make certification public" is checked,CWE should set a needinfo flag on TAM
For a private cert,the needinfo flag is not required for TAM.
