libreport window put into background unintentionally

Description of problem:
If an error happens and you choose to report the problem, a libreport window appears. If you happen to click outside of the window borders, it is put into background, under anaconda window. But anaconda window is inactive, you can't do anything with it, and Alt+Tab shortcut is disabled, so you can't switch back to libreport. This is particularly unpleasant if you have spent a lot of time writing reproducer into the libreport window, and then you misclick and lose all your work.

When you spawn the libreport window, could you please set always-on-top flag on it? Or make it fullscreen, so that it's not possible to escape the window and put it into background?

always

Steps to Reproduce:
1. boot into anaconda
2. run "kill -USR1 `cat /var/run/anaconda.pid`" in a text console, switch back to graphical console
3. click Report a bug
4. once you see libreport window, click outside of its borders
5. try to get back to it
6. try to escape anaconda and reboot the system in a correct fashion
