Changed '#include "..."' behavior

Description of problem:
| $ mkdir src
| $ echo '#error OK' >src/string.h
| $ echo '#include <string.h>' >src/foo.c
| $ echo '#include "string.h"' >>src/foo.c
| $ gcc35 -c src/foo.c
| $ gcc -c src/foo.c
| In file included from src/foo.c:2:
| src/string.h:1:2: #error OK
As you see, gcc35 does not include my 'string.h' but every former gcc
version did it.
Version-Release number of selected component (if applicable):
Fixed in gcc 4.0 cvs.
