There is no bugzilla account with the email address jhakimra. He will have to create an account for you to be able to assign him as a QA contact.
The user jhakimra does not exist in Red Hat Bugzilla. I have searched for jhakimra and joe.hakim.rahme but couldn't find any user. Please ask the user to create account in Bugzilla [1]. After that use the Maitai[2] and start a new Bugzilla Account Configuration process to request required group permissions. Once that is completed you will be able to add the user as QA contact. If you have any trouble, please file a ticket in bugzilla-request queue in RT[3] instead of opening a bug against Bugzilla product.
